Billy Foster and his wife, Billie Lee, live and work on a ranch in Val Verde County.  Mr. Foster says their family members have been in the area for close to 75 years, and Rio Grande Electric has been a big part of their lives from almost the start. He has been involved in the Comstock and Langtry communities all his life, and has served as a school board member of Comstock I.S.D., a director of the Texas Sheep and Goat Raisers Association, a director of the Mohair Council of America, and Chairman of the Devils River Soil and Water Conservation Board.  Mr. and Mrs. Foster have also served on the RGEC Member Advisory Committee. Mr. Foster pledges to work with the board to keep RGEC operating efficiently, while continuing to better serve the needs of our members.

Priscilla Parsons - District 2

Mrs. Parsons has lived in the Dimmit and Zavala county areas all of her life. She attended Southwest Texas Junior College and Sam Houston State University, majoring in Business Administration. She and her husband of 41 years, Johnny, have been members of the Co-op since 1990. They own and operate a conservation contracting business, as well as ranch. She is the mother of a son and daughter, and grandmother of two granddaughters. Priscilla currently serves on the RGEC Audit, Policy, Redistricting and CEO/Board Review board committees.

Tim and his wife, Lou Cowden Edwards own and operate Bar O Land and Cattle Co. They live and ranch on the Cowden Ranch near Kent. His late father-in-law, Bill Cowden, served on the board of RGEC for many years. One of the most significant changes on the Cowden Ranch was receiving rural electrical power for the first time. Tim serves on the RGEC Audit, Finance, Tariff, and CEO/Board Review board committees.

Rowdy Holmsley holds a Bachelor of Science degree in Range Science from Abilene Christian University, and is a fifth-generation rancher in Southwest Crockett County. He started operating his home ranch in 1990. Holmsley and his wife, Jennifer, are the proud parents of a daughter, Connor. Rowdy served on the Member Advisory Committee for his area prior to being elected to the board. He says he is most proud of RGEC for its attitude towards helping its members. His goal as a director is to keep reliable service at reasonable rates, and he believes that the biggest challenge the Co-op faces today is maintaining competitive prices. Rowdy currently serves on the RGEC Bylaws, Finance, and Redistricting board committees.

Rio Grande Electric has been an integral part of Jamie’s family for four generations. Both Jamie’s father and husband have served on RGEC’s Board of Directors. She and her husband, Jimmy, have been in the business of ranching, feed sales, and water well service for over 30 years, and she recently retired from Brackett ISD. Jamie said the Co-op faces unique challenges, due to the vast territory it covers and constant expansion within that territory, and feels it is of great importance to continually strive to improve service to all members and exercise conservative spending. Jamie serves on the RGEC Audit, Finance, and CEO/Board Review board committees.

Jan is a 4th generation Texan, born in an agriculture family. There have been few years in her life that she hasn't depended on a rural electric cooperative. Jan's formal education was shaped at Hereford ISD, West Texas State University, Texas Tech and the University of Corpus Christi. She and her husband, Stan Metcalf, moved to Brackettville in 2006. Jan contributes experience, stability, education and enthusiasm. She currently serves on the RGEC Bylaws, Policy, and Tariff board committees.

Cody Whitehead - District 4

Cody is part of a fifth generation ranching family, who has depended on RGEC in Kinney and Val Verde counties. She has had the honor of operating the ranch land that has been in her family for over 150 years. Whitehead graduated from Texas Tech University with a BBA in Accounting, and is currently serving as a director for the Texas Sheep and Goat Raisers Association. She is dedicated to continuing dependable electrical service to the vast area, and pledges to make conservative and responsible decisions as a member of the RGEC Board of Directors. Cody currently serves on the RGEC Bylaws, and Finance board committees.

Ellery is a graduate of Sul Ross University with a degree in Ag Business. He and his wife, Debbie, ranch in Jeff Davis, Presidio, and Brewster counties. The Aufdengartens and their 3 children have depended on RGEC for generations to provide electric service. Ellery has served on the Highland Soil Conservation Board, and served as a representative for the Cattlemen’s Round up for Crippled Children. Ellery serves on the RGEC Policy, Redistricting, and CEO/Board Review board committees.

Warren Cude - District 8

Warren and his wife, Darla, are 3rd generation ranchers, and have been raising commercial and registered sheep for the past 20 years. He is   Chairman of the Texas A&M AgriLife Extension Service Leadership Advisory Board, Vice-President of Pecos-Reeves County Farm Bureau Board, President of Pecos County Livestock Show Association, Director in the Texas Sheep & Goat Raisers Association, Superintendent of the San Angelo Stock Show & Rodeo and Director of the American Dorper Sheep Assn.  Mr. Cude was also a representative to the Resolutions Committee prior to the Texas Farm Bureau State Convention. For the past 2 years, he traveled to Washington, D.C., as well as Austin, Texas, to lobby for issues affecting agriculture. Waren currently serves on the RGEC Bylaws, Policy, Tariff, and Restricting board committees.

Sandra "Sandi" Archuleta - District 9

Mrs. Archuleta resides near the farming community of Dell City. She retired from Dell Telephone Cooperative, where she worked in customer service and accounting. Sandi and her husband, Frank, have 3 grown children who have blessed them with grandchildren and great grandchildren. She has served as the chairman for Dell Valley Fair Association, and president of the Mothers Club for Dell City. Additionally, she has been involved in 4-H and Volunteers in Public Schools. Sandra serves on the RGEC Audit board committee.

M. Keith Richardson - District 9

Keith received a B. S. in Agriculture Economics from Texas Tech University and has been engaged in several businesses since then. He and his wife, Shirley, have owned and operated farms and ranches for many years. Keith has been a customer for irrigation, sprinklers, commercial and residential user for 50 years. Keith pledges to serve the Co-op to the best of his ability. Keith currently serves on the RGEC Tariff board committee.
