Rio Grande Electric Co-op has 13 directors, or seats, that are elected to the Board of Directors by its members to serve the Cooperative, as stipulated in Article IV of the Cooperative’s Bylaws.
Each Director represents a particular District or service area as designated on the area district map on file at the Co-op’s headquarters in Brackettville, Texas. The Board of Directors has the authority to determine the number of Districts and the make-up of the Districts, which they review each year to determine whether “significant inequities” exist between the Districts. In other words, to make sure that each district has the proper representation for the number of memberships being represented.
This year, after reviewing the Districts and their make-up, the Board of Directors determined that adjustments needed to be made between the Districts in the interest of fair representation. To be more specific, they found that imbalances existed between Districts 1 and 2, due to the current growth in District 2. As a result, the Board opted to restore the boundary line between Districts 1 and 2 as it existed prior to March 2023, and created District 2A.
This change adjusts the three districts to have an average of 611 members and approximately 1,052 meters per district. Those affected by the redistricting will be notified by mail.
The vacant District 2 director seat, previously held by Susana Perez, has been reallocated to District 2A and is now open for election in accordance with the Cooperative’s Bylaws, beginning with the 2026 Director Election cycle.
To qualify for a spot on the ballot, every prospective candidate, including incumbents, must participate in a petition process, ensuring a fair and inclusive selection process.
To run by petition, 15 or more members from the district in which a petitioner is seeking a seat must sign the petition. The affidavit of eligibility and signatures must be submitted to RGEC by May 5, 2026.

Voting for the 2026 director election will begin September 8 and close October 7. Results will be announced at the 2026 emPOWER Summit, held October 10.
