Job Description

The Project Coordinator is an integral member of the Engineering & Operations department responsible for coordinating infrastructure development projects of varying size and complexity. The Project Coordinator is responsible for assisting, organizing, and guiding project activities, under the direction of the Project Manager(s) and/or Engineering & Operations Department management.

Duties and responsibilities

  • Assist Project Manager(s) and Engineering & Operations Department with engineering, planning and project management related matters
  • Aid in the analysis, planning, design, installation, inspection and maintenance of the Cooperative’s electric distribution and transmission systems
  • Help perform project management functions through development of project plans, rough order of magnitudes, cost estimates, construction schedules, resource coordination, and status reports by facilitating activities, monitoring progress, resolving conflicts and reviewing expenditures
  • Aid in staking sheet review process
  • Assist with the execution of work orders and overall project work flow
  • Assist with the development and submittal of requests for proposals and/or contracts (non-disclosure agreements, independent contract agreements, letters of acceptance) and project related status reporting
  • Aid in the development/update(s) to the native system construction work plan (CWP) and/or military 5-Year Capital Improvement Plans (CIP)
  • Assist with military privatization contract administration and/or development of engineering consulting and sub-contractor agreements for native system
  • Monitor planned/scheduled activities vs. actual performance/completions to ensure that all projects proceed expeditiously (for military projects, ensure that projects are planned, executed and completed in compliance with the contractual period of performance requirements)
  • Facilitate development of necessary maps, drawings, visualizations and/or data to accurately convey concepts, project limits and desired scopes-of-work to be performed
  • Responsible for learning any regulatory requirements (Federal Acquisition Regulations – FAR) and technical specifications associated with relevant Native System projects and/or the military privatization contracts (LAFB & Ft. Bliss)
  • Develop weekly report of ongoing activity at military base (LAFB or FB) – Only applies in Brackettville and El Paso
  • Provide research and support, as needed, with property acquisitions and easement/ROW issues
  • Facilitate and monitor appropriate inspection, cost accounting and project invoicing activities
  • Attend meetings regularly and facilitate the development of meeting minutes and document archiving
  • Provide engineering field operations support, as required
  • Learn and comply with Cooperative’s safety rules and procedures
  • Maintain confidential information

Qualifications

  • Associate’s or Bachelor’s Degree in a technical field, preferably Engineering
  • Experience with project management, construction oversight and/or electric utility operations
  • One year of technical experience involving AutoCAD and/or ESRI ArcGIS software
  • Must have knowledge of Microsoft Office Suite with demonstrated expertise in the use of MS Word, MS Excel, MS Project, MS Visio and MS PowerPoint
  • Ability to learn other software programs, such as database related software, as needed
  • Experience using GPS (Global Positioning System) equipment
  • Must be able to understand mapping terminology and concepts
  • Must be able to interpret engineering staking sheets, construction drawings and as-built documentation.
  • Experience with property records research, ROW acquisitions and easement processing
  • Must demonstrate ability to learn and apply additional computer and technical skills as well as operate, safeguard, and maintain expensive technical tools, equipment and data
  • Must demonstrate ability to work safely and comply with Cooperative’s safety rules
  • Must be detail oriented, self-motivated and able to organize work efficiently in order to meet project deadlines
  • Possess a valid Texas driver's license
  • Insurable with the Cooperative's auto insurance carrier
  • Possess excellent oral and written communications skills in the English language
  • Possess excellent interpersonal skills including the ability to maintain a harmonious working relationship with all Cooperative employees and members
  • Must be or become certified in first aid and cardiopulmonary resuscitation
  • Must pass federal government security clearance background check

Working conditions

  • Office environment
  • Extensive field work will be required in conjunction with normal office duties
  • Traveling inside RGEC’s service territory
  • Subject to irregular hours
  • Some overtime hours may be required
  • Subject to travel, including multiple over-night stays
  • Work outside under various weather conditions and in varying types of terrain
  • To ensure all employees are provided with drug free and alcohol free working conditions, pre-employment, post-accident, reasonable cause and random drug and alcohol tests are conducted on all employees

  • Required to pass a physical examination when employed
  • Must have sufficient health to perform the essential functions, duties and responsibilities of the job
